A native of Alabama, V. M. Randolph served as a captain in the United States Navy during the Mexican War and the Civil War. In 1846, Randolph organized the transfer of ships of the Texas Navy to the United States Navy, following the passage of a Congressional act authorizing the sale of the navy in 1843.
